About 64% of health care provider organizations expect a shift toward value-based care in 2025, compared to 2024, according to a recent survey. About 30% of organizations reported that 25% or more of their revenue is tied to value-based care (VBC) contracts, and about 13% reported that more than 50% of revenue was linked to VBC contracts. More than 20% reported that over half of their organization’s revenue was through fully capitated or downside risk contracts.
Four factors contributing to the slow adoption of VBC, in order of how high the barrier is, are financial risk, which was cited by 87% of respondents; low provider organization readiness, cited by 80%; lack of interoperability, cited by 75%; and high technology costs, cited by 67%.
The survey asked what factors could help the industry gain momentum in the transition to value-based contracting. Greater financial support and incentives would spur VBC adoption rates, according to 74% of respondents; improved data sharing capabilities with payers was important to 59% of respondents; 57% said better technology solutions would help, 43%, said clearer regulatory guidance would be beneficial, and 23% said more staff training would be beneficial.
The survey included responses from 168 executive and clinical leaders at 142 health care organizations, including health systems (69%), accountable care organizations (17%), and other health care delivery organizations such as specialty care providers and federally qualified health centers (14%).
The findings were reported in The State and Science of Value-Based Care 2025 by Innovaccer and the National Association of Accountable Care Organizations (NAACOS).
