Nevada Health Link Insurance Marketplace Launches ‘Battle Born’ Public Health Insurance Option

Nevada has become the third state to launch a public health insurance option, after Washington and Colorado, with the rollout of the Battle Born State Plans (BBSPs) administered by three of the state’s Medicaid managed care plans. BBSPs were designed as a public option to improve access and affordability, according to the Final Nevada 1332 Waiver Application Addendum.

The Division of Consumer Health Services within the Nevada Health Authority contracted with Anthem, Silver Summit (Ambetter), and Health Plan of Nevada, to offer BBSPs through Nevada’s official Health Insurance Marketplace, NevadaHealthLink.com, according to a statement from Nevada Health Link. These contracts will begin on January 1, 2026. Nevada Health Link did not include information regarding the projected BBSP enrollment.

BBSPs are expected to provide a lower-priced product. The plans are expected to implement value-based purchasing initiatives designed to drive efficiency in utilization. BBSPs must be certified as Qualified Health Plans (QHP) and meet the same state and federal requirements as standard QHPs, including providing the same minimum benefits and cost sharing. Further, the BBSP options must meet an annual premium reduction target, and must pay their provider organization networks rates that are at or better than the Medicare rate, according to the waiver addendum.

Residents can explore premiums and plan designs for all BBSPs by using the anonymous “window shopping” feature on NevadaHealthLink.com. This allows users to view plan details, benefits, and estimated costs without entering personal information or beginning an enrollment application, according to a Nevada Health Link representative.
