More Than 22.8 Million ACA Health Insurance Enrollments For 2026, 1.2 Million Lower Than 2025

During the 2026 Marketplace Open Enrollment Period (OEP), more than 22.8 million consumers signed up for health insurance coverage since November 1, 2025, according to a January 12, 2026, announcement by the Centers for Medicare & Medicaid Services (CMS). The number of enrollments was at least 1.2 million lower than the more than 24 million who enrolled during the same period in 2025.

Of the 22.8 million enrollments, 15.6 million took place by January 3, 2026, through the HealthCare.gov platform used by 30 states. The remaining 7.2 million plan selections took place by December 27, 2025, in the 20 states and the District of Columbia with state-based exchanges (SBEs).

Most enrollees (20 million) had a marketplace plan in 2025, and the remaining 2.8 million are new enrollees.
